If you own, or are about to buy, a plot or a house in José Ignacio and want to build or renovate, the portal lists four architecture studios with projects in the area (Martín Gómez Arquitectos, whose Uruguayan office sits on Ruta 10 at km 161, plus JLA, Puppo and Rudolph), two building companies (Santana and CEM), a plumbing contractor that also handles renovations, and the landscape designer who works with native coastal plants. This page orders those eight listings by what each declares, and then explains, from the official gub.uy page, what the Intendencia de Maldonado asks for a building permit, including two details that matter if you live abroad.
First, two things a visitor should know: departamentos and the Intendencia
Uruguay is divided into departamentos, and each has an Intendencia, its departmental government; the portal's investing guide notes that each one has its own rules for building permits, cadastre and fees, and the permit page requires the property to be up to date with the contribución. José Ignacio is in Maldonado. Laguna Garzón separates the two departamentos, so a plot in El Caracol or Las Garzas, on the far side of the circular bridge, answers to the Intendencia de Rocha instead. The investing guide explains the two jurisdictions and the protected area around the lagoon; this page assumes you already have the land and covers the building side. The portal did not verify the Rocha procedure, so on that shore start with the Intendencia de Rocha.
What the directory shows: no studio has its office in the village
One fact from the portal's own listings organises the whole list. None of the six studios and builders declares an office in José Ignacio. JLA is based in Montevideo, Martín Gómez in La Barra, Puppo and Rudolph in Punta del Este, CEM in Punta del Este and Paysandú, and Santana in Maldonado. The closest office is Martín Gómez's, at km 161 of Ruta 10; La Juanita begins at km 181 and the village addresses at km 185, so even the nearest studio is 20 to 24 km of road away, depending on whether you count from La Juanita or from the village. The only one of the eight listings that works from José Ignacio itself is the landscape designer Amalia Robredo, at her farm La Pasionaria. In practice, whoever follows your build will be coming from outside, which is why each entry below spells out what the listing says about site supervision. For scale: among the 83 service listings on the portal there are ten real-estate agencies and six studios or builders.
Martín Gómez Arquitectos (La Barra, Ruta 10 km 161)
The only studio on this list with an office on Ruta 10 itself: the listing puts it at km 161 in La Barra, with an office in Buenos Aires. Active since 1990 and originally from Punta del Este, it has a record of houses in José Ignacio, among them Big Fish and La de Atrás, cited as published on ArchDaily, and projects dated 2024 and 2025. JLA - Jose Luis Andre Arquitectos (Montevideo)
The farthest architecture studio on the list: based in Montevideo, active since 2005, with houses already built in Punta del Este, José Ignacio and inland Uruguay. What matters for a remote build is that the listing describes an end-to-end service, from preliminary design through site management to advice on the investment, with one contact for the owner. Puppo Arquitectos (Punta del Este)
Puppo is the listing that names the most building systems: traditional, steel framing, SIP, modular and timber. Two limits are worth reading carefully: it restricts in-person site supervision to the Maldonado coast between Piriápolis and José Ignacio, while also saying it takes projects elsewhere in the country. The first step it proposes is a consultation to settle brief, system and budget. Details in the Puppo Arquitectos listing.
Rudolph Arquitectura (Punta del Este)
Nicolás Rudolph's listing is the only one that frames design and building as a single contract, in four stages that run through to full construction management; Santana, below, offers something similar from the builder's side. It works in José Ignacio, Manantiales, Punta del Este and Montevideo, with part of its track record in Norway. Santana Construcciones (Maldonado)
A building company based in Maldonado with more than thirty years behind it. Its listing covers La Barra, Punta del Este, Manantiales and José Ignacio and offers three formats: turnkey, conventional building and steel framing, plus renovations and extensions. This is the option when you want someone to build and hand over, not only to design. Contact through the Santana Construcciones listing.
CEM Construcciones (Punta del Este and Paysandú)
CEM works in woodframe, a timber system, and is the only one of the two building companies that cites a specific job in the area: a 317 m² house in Laguna Escondida. It declares BIM planning, modular models and a fixed-price format with an agreed deadline, with coverage across the country and offices in Paysandú and Punta del Este. Sanitaria y Constructora Tito's (Maldonado): renovations and emergencies
For the house that already exists. Its listing describes complete bathroom and kitchen refits, with plumbing, electrics, floors, painting, doors and windows handled together, and leak tracing without opening walls. It takes emergency calls every day of the year, at any hour, in José Ignacio, La Barra, Punta del Este, Maldonado and Piriápolis. See the Sanitaria y Constructora Tito's listing.
Amalia Robredo — La Pasionaria (José Ignacio)
The only one of the eight working from the village: landscape designer Amalia Robredo, at La Pasionaria, a farm by the sea where she has been based since 2002. Her field is gardens of native coastal plants, on which the listing credits her with the study of some 300 species and two books; she also gives workshops and opens the farm for guided visits. The Maldonado building permit, and the paperwork if you are not in Uruguay
On the Maldonado side the procedure is called Permiso de edificación. Its official page on gub.uy, last updated August 31, 2026, says it covers new works, regularisation, extensions, renovations and demolitions anywhere in the department. Three requirements shape your choice of professional. The paperwork must be endorsed by a técnico previously registered with the Intendencia de Maldonado, an architect or civil engineer, so the professional who signs your project must be on that register. The property must be up to date with its contribución payments. And the building fees are set in Uruguayan pesos according to the square metres and category of the work, with a professional stamp on the form, each drawing and each technical filing.
One detail matters if you are not in the country, and a second applies to everyone. If someone files on your behalf, the power of attorney must be less than a year old, and if it was granted abroad it must be formalised by an escribano. A notarial certificate of ownership on the list must be less than six months old. The route, per the same page: the form signed by the técnico and the owner or their authorised representative (apoderado) goes first to the Dirección de Agrimensura y Catastro for a check of the plot data, is then filed at the Dirección de Administración Documental or the nearest municipio, and passes to the Dirección de Control Edilicio for review. Early start of works requires proof of registration with the BPS. Before the permit there is also a Consulta previa sobre edificaciones for tolerances, exceptions or doubts about the rules, paid at 10 % of the building fees and credited against the final permit. Fees, requirements and forms are on the official pages linked under Sources. The portal did not verify whether either Intendencia limits building work during the high season; ask before fixing a schedule.

How we chose
We included the six studios and builders in Portal Garzón's services section (Type field: Architecture or Construction company) that declare work or projects in José Ignacio, the plumbing contractor that declares renovations and coverage in José Ignacio, and the only landscaping listing based in the village. The other landscaping listing, Jardinero a Domicilio, based in Maldonado, was left out because for gardens the selection was limited to someone working from the place; real-estate agencies were left out too, since they belong in the investing guide, as were pool and hardware listings, which cover maintenance rather than building. There is no ranking: the order runs from the studios that design to the builders and the trades. Who gets in is decided by the Portal Garzón editorial team, at no charge: none of the eight businesses paid to be on this page, and none holds a paid placement on the portal today. The portal gives no technical or legal advice: budgets, timelines and the técnico's registration with the Intendencia are confirmed with each studio.
