José Ignacio fills up from December to February, as the portal's own page on the village puts it, and empties again for the rest of the year. What keeps running from March to November is mostly public and everyday: six state schools with a listing between the coast, Ruta 9 and Pueblo Garzón, two clinics and a health centre, a police station open around the clock, the Garzón municipal office on weekdays, a fuel station open 24 hours, the Redpagos payment agency with a listing and CODESA's bus route 14 on its winter timetable. The private side shrinks: of the portal's 281 Spanish-language listings, 31 use the words "todo el año" (all year) in their text, and not all of them to say they open. This guide is for anyone living here, or weighing the move, who needs to know what they can count on off-season.
Before you read on: seasons, currency and who governs what
Three things a reader from the northern hemisphere should keep in mind. First, the seasons are reversed: "temporada" or high season here means the southern summer, December to February according to the portal's page on the village, and everything else is off-season, with the deepest lull in the southern winter. Second, the listings quote prices in two currencies: El Rancho de Pirulo y Cristina gives the cost of a meal in Uruguayan pesos (around 750, according to its listing), while Smokewood quotes its nightly rate in US dollars (from around 350), so read the currency each time. Cash is thin on the ground: the Redpagos agency at km 183.5 of Ruta 10 is the point of that network with a listing on the portal and offers cash withdrawals from BROU accounts, Monday to Saturday, 10 to 18. Third, under article 262 of the Constitution each Uruguayan departamento has a Junta Departamental, an elected council, and an Intendente at its head; below that level sit municipios, and not every place has one. The word "Intendencia" in this guide always means that departmental government, and there are two of them here.
Two departamentos and one municipio
The lagoon is a border. Its western shore, with José Ignacio and La Juanita, and Pueblo Garzón inland belong to the departamento of Maldonado and to a single local government, the Municipio de Garzón y José Ignacio. The Intendencia de Maldonado presents both places on the same page and describes Pueblo Garzón as sitting "a little over 30 kilometres" from the resort. The municipal office is in the village of Garzón, not on the coast, and its listing on the portal gives short hours: Monday to Friday, 9:15 to 14:45. Across the bridge the departamento changes. Turismo Rocha describes El Caracol as a resort on the lagoon that begins right after the new bridge, and the Intendencia de Rocha lists four municipios on its website (Castillos, Chuy, Lascano and La Paloma), none of them on this stretch of coast. For a resident of El Caracol, El Bonete or Las Garzas there is no municipal office on this shore: departmental matters go straight to the Intendencia of Rocha; it also maintains the Ruta 10 between the bridge and Ruta 9, as the kilometre-by-kilometre guide to Ruta 10 records. Schools: six public primaries and one rural secondary programme
All six schools in the directory are public, and all six listings say only that they run during school hours, so timetables and enrolment are a question for each school. In the village, Escuela Rural N° 88 stands at Las Golondrinas and Los Teros, a few blocks from the square and the lighthouse, with more than eighty years of history. Inland from the lighthouse, on Ruta 9 at km 160.5, Escuela N° 41 Faro José Ignacio, founded in 1911, serves the farming families of Puntas de José Ignacio.
On the way to Garzón, Ruta 9 has three country schools with a listing: N° 40 Sierras de Garzón at km 160, N° 43 Cañada de la Cruz at km 175 and, just past the departmental line, N° 63 Cuchilla de Garzón at km 187, on the Rocha side. In the village itself, Escuela N° 16 on Camino Nacional is Garzón's only school and hosts the rural secondary programme (liceo rural). It is the only secondary provision in the directory: the portal has no listing for a secondary school in José Ignacio or La Juanita.
Health, pharmacy, police and the lifeguard calendar
Published health care is split between the coast and the inland village. In José Ignacio, the Policlínica José Ignacio lists Monday to Saturday 9 to 19, closed Sunday, and the Asistencial Médica health centre has been in the village for 62 years with a nursing team; its services and hours are answered through its contact. In Pueblo Garzón, the Policlínica Garzón at Los Cerrillos and La Cantera is public, run by ASSE (the state health provider) with the Intendencia de Maldonado, AMECOM and SEMM, and offers primary care to residents and visitors. The pharmacy in José Ignacio is the service most tied to the season: its listing says hours tend to extend in high season and advises checking it is open before going. Emergency numbers are collected on the portal's emergencies page. Policing does not follow the calendar: Seccional 13ª, the police station at Los Teros and Las Golondrinas next to the village square, covers José Ignacio and La Juanita 24 hours a day.
Lifeguards do follow it. The Brava and Mansa beaches of José Ignacio have municipal lifeguards only in season, on dates the Intendencia de Maldonado announces; for the most recent season it did so in November, and that notice is the reference: in a notice dated November 17, 2025, the Intendencia said the service began on Saturday, November 15, ran at weekends through November and became daily in December, until the end of Semana de Turismo (Easter week); hours were 11 to 18 in November and 9:30 to 19:30 from December, at 88 posts stretching from Solís Grande to José Ignacio, with 320 staff. The same notice asks bathers to watch the flags on the huts or check them in the Info Playas app. Outside those dates nobody watches the water; the note on the beaches in low season explains what that means, and on the Rocha side the portal's page on La Playita at El Caracol records that Rocha lists no lifeguard post there at any time of year.
Getting around without the summer: bus 14, fuel and taxis
Without a car, the link to Maldonado is CODESA's route 14. The operator publishes two itineraries and dates them: the winter one applies "from March to December each year" and the summer one "from December to March"; in both, the detailed route it publishes ends at Plaza José Ignacio after entering along Camino Saiz Martínez, Los Cisnes and Los Teros. The portal's listing adds stops in José Ignacio and at Laguna Garzón, both on Ruta 10, and notes that timetables change by season and are published on the company's website, which is where to check them: the portal does not reproduce them. For everything else, the selection of taxis and transfers gathers the options with a listing; the José Ignacio taxi and remise listing says it is always open.
With a car, the winter fact that matters is that the ANCAP station in José Ignacio says it is open 24 hours, serves José Ignacio and La Juanita and is the last fuel stop before the city of Rocha.
What the directory says stays open all year
The count was made on September 26, 2026 over the 281 business and place listings published in Spanish, searching each body for the words "todo el año". They appear in 31, with three different meanings. The first is the one a resident cares about: listings that say they open or operate all year. In food and drink that is 4 of 57: El Rancho de Pirulo y Cristina (daily in summer, limited weekends in winter), La Pulpería in Garzón, La Taba Inn in La Juanita, a grill and pizza place with delivery, and Zodíaco, which asks you to check in winter. In shops it is 5 of 36: the Autoservice Los Amigos minimarket at the entrance to José Ignacio, Frutería Lo de Gael in La Juanita, which delivers between La Barra and José Ignacio, the Paseo José Ignacio shopping arcade, with more shops in summer, the Santas Negras store, daily 11 to 20 while the restaurant on the same plot is seasonal, and the Tomás Redrado Art gallery, which describes a year-round programme of four shows a year and monthly residencies.
In lodging, 5 of 40 listings use the phrase and 4 say they run all year: CasaChica at km 182.5 of Ruta 10, with a 24-hour concierge; Posada del Faro, inside the village and adults only; the rental houses at Laguna Escondida; and Smokewood, a solar-powered retreat in the Garzón countryside on the Rocha border; the fifth, the Hale Lau guesthouse, uses it for its kite packages, not its opening. Rizoma, the café in La Juanita whose listing gives Friday-to-Sunday opening off-season, does not use the phrase and so is not in the count. The second meaning covers public places that never close: the beaches of José Ignacio and the three ocean beaches on the Rocha side (El Caracol, Costa Bonita, El Bonete), Laguna José Ignacio, the bridge walkways, Garzón's square and railway station and Cerro Catedral: six listings. The other seven activity listings are the two Rocha-shore operators that go out all year, Discover Laguna Garzón and Ecoturismo Laguna Garzón, the horse rides and birdwatching pages, which state "all year, 24/7", the kayak and bike rental, operating all year, the kitesurfing page, which says it of Laguna José Ignacio, and the members' club The Garzón Club, with a year-round programme. The third meaning turns up in four service listings: an event planner who says she works all year, and three businesses that exist because many owners do not live here all year; those three are the subject of the next section. Looking after the house while you are away, and renting for the year
Seasonality has created a trade of its own. Grupo Torres G, a family firm from Punta del Este founded in 1979 with coverage in José Ignacio, pays building charges, utilities and taxes, coordinates tradespeople and handles general maintenance for owners who do not live here all year. Piscinas Cristalinas, based in Maldonado with coverage in José Ignacio, treats pool water and readies the pool in spring for the same absent owner, and the home gardener with a listing pitches his service to owners who want the garden ready for each arrival. On the José Ignacio square, Ignacio Ruibal Propiedades adds property management and a concierge line to sales, for when the owner is away.
For anyone moving in as a tenant, two agencies with a listing state year-round rentals rather than only seasonal ones: Location.uy, based in José Ignacio, with property management for owners and an English-language website, and the Antonio Mieres branch on Camino Eugenio Saíz Martínez, with close to two hundred properties in the resort for sale, annual rent and seasonal rent. Hours, addresses and coverage areas are those printed on each linked listing, as declared by the business or institution; the portal did not phone anyone to confirm them.
